Dr Siyabulela Fobosi

Dr Fobosi holds PhD in Industrial Sociology from the University of Johannesburg. For his PhD, Siyabulela conducted research on the impact of Taxi Recapitalisation Programme (TRP) - now the Revised TRP - on precarious working conditions within the minibus taxi industry in Johannesburg. He is currently a Senior Researcher and an Acting Head at UNESCO 'Oliver Tambo' Chair of Human Rights, Faculty of Law at University of Fort Hare. He has been Senior Researcher since July 2020 and has actively been involved in research work during his tenure. One of the outputs produced is research on scholar transport. The research focuses on the effect of access to scholar transport and basic education amidst Covid-19. As of March 2022, Dr Fobosi has been seconded to the Acting Head position of the Chair – a role he has so far performed exceptionally. During his appointment, he has brought the Chair to life through various community engagement programmes, seminars/webinars, stakeholder engagement and student support. One of the outputs developed through stakeholder engagement is a research project partnership with the Ali Mazrui Centre for Higher Education at the University of Johannesburg. In collaboration with the National Research Foundation (NRF), UNESCO ‘Oliver Tambo’ Chair of Human Rights at the University of Fort Hare, the Ali Mazrui Centre for Higher Education Studies (AMCHES) at the University of Johannesburg is undertaking research on Steering epistemic access and success of historically disadvantaged students in South African universities. He is a seasoned researcher and has written and published academic articles, presented research papers at national and international conferences and has actively contributed to various newspaper articles in both local and national newspapers. Dr Fobosi has reviewed a book chapter and paper as the Acting Head. He has also written Submissions to the national Department of Transport (Economic Regulation of Transport Bill, 2018); Competition Commission (Public Passenger Transport Market Inquiry, 2018 – Public Hearing); Gauteng Department of Roads and Transport (Gauteng Transport Authority Bill, 2018); and Department of Basic Education (Draft Policy for the Registration of Learners for Home Education, 2018). Furthermore, he held various research positions at different South African Universities, and units within the universities, as well as private organisations, he has gained valuable expertise in public resource management processes, policy writing, regulatory compliance and strategic alignment.
